In the web novel, he's not exactly described in a flattering manner in the early chapters. He doesn't appear in person much but Cecil's inner monologues often bring him up as a constant source of frustration for the prime minister due to him being kinda laid back and flighty. He is implied to get no where near as much work done as the prime minister would like because he wastes a lot of time gushing over his family to him, or airing his anxieties over Cecil being so hyper capable and making him feel inadequate as a father. The baron himself then turns around and privately vents his frustrations to Cecil over his father, prompting him a few times to think to himself "One day we really need to sit down and have a talk about just how exactly you feel about us royals..." That being said, the baron isn't much better since he too keeps using Cecil as a therapist, venting his marital woes to him as if an 11-year old normally would be able to address this matter...though in the end, Bertia's little brother 'happening' was technically a result of Cecil's advice to him.
