I chalk it up to one (or more) of these:

1.) Plot Convenience
If they took the carriage, the story would end with them leaving the Kingdom of Terraria, which would mean leaving the rest of the cast behind, which probably goes against the author's wishes.

2.) Feasibility of Taking the Carriage
After sniping, both Mize and Tweight weren't paying attention (or couldn't afford to pay attention) to the carriage anymore, being preoccupied with the fight against Oz, which Chris may have taken advantage of to reposition elsewhere. After the fight, while Tweight assumes Chris was near enough to provide first aid to Oz, there is still the issue of finding Chris and taking the carriage. However, since Tweight and Mize lost their carriage, they have no reliable means of chasing down Chris in her carriage, should Chris decide to reposition again (seeing as both Tweight and Mize are on foot). Coupled with the injuries Tweight sustained during the fight (and the fatigue Tweight and Mize had been accumulating), they may have decided against taking the carriage, since Chris could continue to reposition until Tweight and Mize give up on it, rendering chasing it a fruitless endeavour.

3.) Conflicts with Tweight's Ultimate Goal
At the end of the chapter, we know that Tweight ultimately wanted to return to the Kingdom of Terraria (and by extention, their friends) with Mize, since it's what both he and Mize ultimately wish for. They see this wish as something unattainable, which changes (for Tweight) upon their discovery of the colony of the Divine Herb Exa, when Tweight begins to formulate a plan to use it to bargain with the King of Arcadia and the Bureau for Mize's freedom. This could also explain why he didn't want to kill Oz and Chris (besides the fact they he knew them personally), despite previously having no problem disposing of other assailants from the Bureau, as he didn't want to antagonize the Bureau further, which could have rendered his plan moot.

He was just too tired to think about doing that. (Ties with Theory 2)

TL;DR:
Tweight was exhausted at this point from numerous battles (including the one against 02), so he had no energy to go, on foot, after a non-combatant (Chris) with a carriage, so he decided against wasting time chasing the carriage, opting instead to just continue fleeing with Mize.
He didn't finish off 02 because at this point, he had a plan that involved reconciling with the Bureau in exchange for Mize and his continued safety in Terraria.

This whole arc seemed predictable and stupid. Not only would the org. put him down regardless of the outcome or his capabilities, Mize would just be exchanging cages basically.
I guess sales were down and they needed to spice things up, but just going back to status quo like nothing changed is…

Let's break down the situation for a bit, yeah? Tweight leaves an exhausted, likely sick and malnourished Misha all on her own in the middle of a desert, somehow makes it to the nearest guard post, gets beaten up, gets transferred to the royal prison, gets beaten up some more, somehow gets the king to come down to the prison to gloat, spits out a bomb he had somehow been holding in his mouth all this fucking time (I'd actually give him metal points if he spat out a tooth and enchanted it on the spot, no way he didn't lose a few after getting worked over like that), uses the explosion to somehow break free of his chains and gets the king hostage... this isn't even the incredulous part, mind you. While holding the KING OF THE COUNTRY at knifepoint, this disowned secret agent (at best estimation of his status; it would be more accurate to call him a vagabond at this point) somehow wrangles together a negotiation that trades Misha's freedom (a non-tangible good) for the position of the Exa flower (a tangible piece of info). What exactly stops the king, or his guards, or the Terraria secret police from... just fucking killing him as soon as he lets the king go? Or heck, five minutes after that when he's also led them to Misha so they can kill her too. This isn't just plot convenience at this point, it's the author directly throwing up his hands and saying "look, it all works out somehow, I dont' care". Oh, and before I forget, Tweight HIMSELF is currently a wanted fugitive who's murdered dozens of soldiers from the organization bureau (while just disobeying an order once was grounds for immediate termination). But hey he negotiated with the king and we have... uh...exactly the same thing we had before this mess started (Mize studying in Terraria) except with way more corpses and Mize herself entirely opposed to the kingdom of Terraria instead of grateful for being given shelter or at least oblivious of her true value. This is fucking retarded.

Tbh, the author, somehow, managed to crawl up from a hole he made! But assuming the Bureau is a "Machiavellian" type of organization who wouldn't shed a tear for the agents lost to 28, plus they value what they gained from this bargain and have 28 indebted to them since he is one of their best assets! Beside Chris is, despite being pragmatic to go against him as ordered, still is fond of 28!

If this would be an anime, I will pretty much watch it even if the studio is trash or the animation stiff with full CGI
