Seeing as how Jack the Ripper was a real person in history (yes im aware theyre different names) and Cid needs to be able to protect himself without giving his true power away I assume so. Also it'd be weird if Shadow showed up for something like this considering we haven't seen anyone from the garden around. From the way shadow acts it wouldn't make a whole lot of sense for him to get involved with nobel affairs
So I'm guessing he's using Jack the Reaper the same way he became John Smith
