It's more the author's fault than the characters If they understand each other now the manga would certainly have a shorter life what they do is keep giving readers this false sense of progress at the end of the volumes and also like here in 35 taking 1 step forward and 2 steps back.

On the one hand, I get why all of you are harping on the "one step forward, three steps back" thing.
In most cases (still reserving judgment for this one) it's just a way to stretch the chapter count without having to update the character dynamics.
On the other hand, I kind of enjoy that sometimes it's Uehara setting them back and sometimes it's Miyamoto.
It's also pretty fun to watch the outgoing gal get all embarrassed over a little bit of romance. "Gap moe", right?
