What's the name of this manga about a Gyaru that can't get this straight laced dude to react when she does ecchi things?

Hello! I'm looking for a manga that I thought I had followed, but apparently hadn't.
It's about this Gyaru who tries to get this guy to react to ecchi stuff she does like panty shots and flashing her bra and even bringing fan service photos she took of herself to school, but he is to the book about following the school rules and never reacts to them. The girl eventually gets a crush on him, he doesn't notice, and he always lectures her when she does something to break the rules, and not long after the two are always hanging out.
I remember the guy's childhood friend also appears later on, and she is a clumsy accidental pervert, she becomes friends with the gyaru girl as well.

Does anyone know the name of this manga?
