Chie-sensei actually saw a flash of the swing ghost that Kaya destroyed in the first chapter, and the peek-a-boo ghost in the second (Granted, she was directly attacked by that one). Also, in that train at that exact moment, anyone would have seen them, as they were specifically manifesting.
