Yes but the japanese law is really old fashioned, it forbid an adult to "Cause a child to commit an obscene act" (child welfare act, article 34, VI)

There's a major loophole in the law; as long as it's the child who initiates the obscene act, it's legal.

AIUI the national law was 13, but prefectures set it at 16 or 18, so that was the real effective law. Recent change raised the national limit to 16, though with a 5 year "close in age" exception for 13-15, plus expanding the definition of rape.
