Their pay and time is not enough to dealing with the bully. That why when bullying happen, the decide to blame the victim instead which is easier.

That probably what most of teacher think.

It's more so there's very little you can actually do in most situations.

Even if a teacher really cares the most they can do without any real proof is seperate the students in class and inform parents. If parents decide it's not a big deal or ask for proof and you have none present then the school ends up taking the stick and that ofc means eventually you do.

So if I'm understanding this right, this entire story is Yotsuha traveling back in time to save Uichi's life. She knows so many small details about the world around her because she's constantly repeating these past couple of days to make sure everything goes just right.

In chapter 9 you see the bloody bat from this chapter briefly flash by in Yotsuha's memories.
