Compared to that killing someone is easy; she can poison Yae. If she does that before revealing why Uichi was bullied then there's no motive.

It depends on how one chooses to interpret Ch 7 Pg 15, where Yotsuha freaks out at Yamato trying to touch Uichi

-and Ch 9 Pg 5, when Yostuha glances knowingly at Yamato:

Keep in mind that Yotsuha would have no reason to know (or suspect) it's Yamato, and try and outs him as a bully unless she had that knowledge beforehand.
Also worth mentioning, within the "current" timeline of events, Yotsuha is a recent transfer to Uichi's school
