I don't believe they plan on dancing around the topic. Yes, tthey avoided it momentarily for a comedic effect, but this doesn't give off the vibe that they plan to dodge it for eternity.
She didn't answer the question, because as she said in chapter 1, she has no clue how to get her eggs to hatch. As to why she is convinced that he is the father, we will just call it mothers intuition for now. Probably something along the lines of since he hatched the eggs, so he is the father.

I am fully convinced that our rat-mage is going to explain everything in the next chapter.

I must admit, that whole "believe what I say even though I offer no reason for you to believe me" jazz is getting irksome.

How difficult is it to say, "You got your blood on the eggs, and that's what provides the father's contribution and allows them to hatch. Yes, dragon breeding practices are weird, deal with it."

One gets the impression that somehow the dragons aren't aware of what it takes to trigger this, given it being 250 years since a dragon was last born. Which makes them sound incredibly stupid.

Then again, considering the stupidity that humanity shows from time to time in regard to sex education, all it would take would be a period of prudishness amongst the adult dragons, where they didn't explain things to their kids, followed by the adults in the know being offed by adventurers or other enemies, at which point, barring written records that the kids knew about and could read, that knowledge could be lost.

Except that rat-mage clearly knows. But given how "helpful" he is being with the explanations, he might not clue them in, and then wonder why there weren't any babies.

I like how this fucking rat shows up and just expects this 17-year-old kid that literally risked his own life to save some woman's babies from a thief to follow his commands and orders and doesn't answer his questions and starts hitting him with his staff when he doesn't.

...I don't know about you, but if I saved some woman's children and she suddenly started saying, "You're the daddy!" and a fucking rat started ordering me around and smacking me with his little staff, it would very much make me NOT want to do anything they told me to do or asked of me and would make me start cramming rat poison down some annoying fucking rodent's mouth.

I get it, I get it. We want "comedy" and whatnot. But just from a character perspective I wonder who the would actually put up with this shit. And I argue to you: some teenager that's just risked his life to save someone only to have a rodent order him around and hitting him then overpowering said great mage/wizard rat and threatening to use him as a fucking hackysack would be more funny and entertaining than said rat just acting high-and-mighty and ordering him around.

Well, is obvious that the author have read Lord of the Rings. I particular, the wandering rat sage is inspired in Tom Bombadil. That leaves the manga with a little more hope of being something good
