I think that's a pretty good way of putting it. Shouta chapters I've always found just weren't that interesting but it was difficult to label exactly why. But yeah, they feel like filler for when Cool is running low on ideas. I also don't like that they pull focus away from Kobayashi & Tohru, I was sold on the initial premise of their life together after all.
