if it looks like a girl, talks like a girl, acts like a girl, pretty much the very image of a perfectly normal girl, it's not gay for being attracted to this "girl". That would mean you're straight, have "normal" straight tastes and prefer girls. It would be weirder to think that it's gay for normally being attracted to a girl or in this case the image of a girl. You don't suddenly go from having a straight preference to gay preference just because they someone suddenly "changes" their gender/sex. And I would assume most gays would probably prefer a more male image which is the complete opposite of this type.

Don't know if that makes sense, tried to explain it the best I could. I think the word I was missing in previous comments was "image".

Half-jokes aside, there is no such thing as strictly gay or strictly straight. Whether they'll admit it or not, every person ever (barring psychological disorder) has been at least somewhat attracted to a member of the same sex. Given that, the "amount of gay" in this manga is just determined by your personal preferences of attraction. If you think it's more gay than not, you most likely center your entire sexuality around genitalia. Other people are more into general looks/personality/anything else. The discrepancy in attitude shouldn't be hard to understand. However, there is another layer to it when it comes to fiction. You said the penis is impossible to get around. That's obviously false here. The author will never draw it. There is no concrete thing to get around, just insecurity.
