She wasn't a fake seller, she just over boasted her product which everyone does. Unless she lies to a noble, nothing will happen to her. Even more so since most of the people there are only there for the festival

As for the doctor, that is what happens when you are out of touch and care only about your own stuff. Simply put, everyone in his social circle are rich enough to own dresses and he was spending all his time researching medicine

Really glad that the author isn't using the other potion seller as a cheap villain as so many others would have in this situation. Depending on her understanding of potions none of her actions so far imply malicious intent. After the conversation with the prince she seems less pissed about Sana not getting into trouble and more annoyed that she just helped some aristocrat that thought putting your crush on a wanted list to get a chance to meet her was a good idea
