Worth noting she appears to be hinted to be either associated with the divine realm or even the goddess herself. She was personally aware of how muscle couple protein powder story was distorted as it was passed down, and she specifically spoke of her promise to the first Emperor. As well as being aware of MC identity(past life and motivation). Pretty easy to obtain the protein powder of milk of mother goddess, if you(house mother) are actually the mother goddess(just create a fresh batch and claim it came from a vault).

To your point she also spoke of "the shackles of olden times... are such a pain" immediately after her monologue. Which could refer to MC restraining her talent with her mentality to focus on muscles. Or to herself who may be tied to this or restricted in some manner.

Divine beings being limited in actions they can take directly in lower realm is also a common trope/plot development.

I hadn't clued into that, but that might be an even better point than what I made.

If the house mother knows what the demons are planning why doesn't she stop them or report them? And the "protein powder" is just straight up steroids. Foiling the demons plan is as simple as just telling the king and having him order the school to not take out the relic.

It's worse then steroids, it's milk from a goddess, makes steroids look weak. Though the bulk up effect is funny. I help we get to see the other 2 girls pull off this kind of thing with changing their transformation
