I can understand the buildings as they are for training and testing people that will work on the surface. However is there any reason to build rooftops with air conditioners vents and water towers when you are underground? Wouldn't it have been easier to just build them up to the celling, and use an integrated system for air and water systems? You're going to have to deal with the air for the entire area anyway, and you're building all of this at once, you don't need to mimic the buildings above ground.

Like, unless there's a reveal that they've only spent ~2 weeks constructing it or something, that's a horribly wasteful idea, lmao. I get the idea of using a city as the test to test for city-based combat, but in MHA at least this kind of thing had the handwave lines of "oh yeah we have people whose superpower makes this kind of thing super fast to set up", but we have no mention of that here yet. Or, explain it away as a prototype or something, and not the actual evacuation zone that was gonna be used.
