Yeah - this is one of those "might need to let it marinate so that it can be read in chunks". Having to stew in what I assume will be escalating torture of Kitami and Tojo before any chance of 'consequences' befall the rest of the class feels like a lesson in masochism, as there's no cathartic relief in the spiral of negative plot progression.
But like...they're elementary school kids. Yes, everyone but Kitami and Tojo who've had speaking parts are being shown to be absolutely abhorrent, but I wonder if they'll be treated as having agency, and thus culpable for their actions and will face "consequences"...or if they'll be treated as children who are misguided with chances at salvation and redemption.
That said - the teacher is clearly more interested in classroom harmony than in doing his job & due diligence of maintaining order. Whether he's actively malicious or simply lazy and would prefer "the most kids causing the least trouble possible", can't currently be said -- but he's the literal adult in the room, and he's failing at his job.
(Though maybe there's also a difference in expectation between Japanese readers and Western readers--this seeming desire to maintain harmony and not worry about "the outsider" that is Tojo feels prevalent to other manga titles I've read with similar motifs and scenes. So being okay with pushing the non-conformer out and upholding that social hierarchy might be more understandable to someone who lives in that sort of society, even if it seems so objectionable to others. Doesn't excuse it, and it's clearly being played as a negative here, but I wonder if it's "normalized" enough that it's actually expected that this would be the sequence of events even where the sensei is concerned.)
Anyway I guess I just hope Kitami and Tojo get some sort of relief and karmic cathasis and this isn't just an exercise in self-flagellating by reading it as it releases where it just gets worse and worse for like 50 chapters.
