He viewed the collapse of State Shinto as an opportunity to fill a "spiritual vacuum" and proactively encouraged American churches to send thousands of missionaries and distribute millions of Bibles.
However, MacArthur refused to mandate conversion, even when Emperor Hirohito reportedly offered to make Christianity the state religion. According to accounts shared by Rev. Billy Graham, MacArthur rejected the Emperor's offer, stating that "no nation must be made to conform to any religion" and that faith must be adopted on a voluntary basis. Despite these efforts, the campaign largely failed to convert the population, with Christians remaining a tiny minority in Japan.
