And they are interfering with the exam, so with Babyls and Mephisto

Honestly, I'm not sure why Henri was surprised by the fact that Narnia didn't consult with him about it. Like Narnia said, he's of equal rank as Henri, there's no need to discuss or consult with how Narnia decides to do with his troops. It's like when Narnia was slapped by Amuryllis during the party, she was able to do so without consequence simply because she's one of the 13 crowns and he wasn't at the time. Now that he is, he's able to do almost anything he wants within the Netherworld so long as it doesn't impede on the Deity, Demon King, and/or the other 13 crowns, and if it does (like this situation), then it's a matter of whether the opposing side has the will and strength to stand their ground and resist. So unless Mephisto, Amuryllis, and/or Henri step in and assist, things aren't going to look good.

It is always weird when people argue like that. When people criticize the logic of an action that doesn't mean they think it won't work in the story. So why would it be a counter argument that the story treats it as effective. (Note: I am fine with the solution, I just dislike illogical arguments.)

If anything it just proves how easily Iruma's plan, to help the Many Eared Tribe gain independence via their carrots, can be snuffed out especially if the Many Eared Tribe aren't able to defend themselves. Now I doubt anything bad will happen since Mephisto is present, and thus capable of protecting them.

Sigh Why can't the many-ears just do both? Not all of them are going to want to farm, so I don't see a problem?

I guess we wouldn't have a story if it was that easy though.

The fact that not all many-ears work for the demon is enough for them to attack. In addition, now that the many-ears have a different choice to go independent without the need of a high rank demon (becoming a carrot farmer), it will weaken the control of the demon have over the many-ears.

I have a feeling that unless Narnia came to stop Iruma himself, Mephisto won’t interfere… Facing an opposing force is one of the things expected in nation building and he might want Iruma to solve this by himself.
