The fact that Fenrir has a “Human Deportation Act” plan is implies either a) there are secretly other humans in the demon realm outside of Iruma that are just never shown or b) he set up an entire bill just to get rid of one guy

I think he didn't expect it, but quickly convened a meeting with the Greats and gave them a good practical reason to override Narnia's authority: making a war with another crown and one as old as Mephisto. So it was pulling rank in a fashion. Henri has deeper connections and favors to call on than the fledgling Narnia.Now, that we know that Delkira's Seal is such a big deal, the question arises:
Did Henri expect Narnia to pull some kind of stunt such as this before hand, which is how he got the go ahead from the Greats to use the Seal? Or was this a true pulling of rank as a 13 Crown, since "they can do whatever they wish" and Narnia didn't realize just how far that extended?
And, as mentioned above, we now have an idea that there might be a lot of half or partial human demon hybrids in the Underworld. And now we have to wonder how many of Iruma's schoolmates, other than Ameri, are going to be hit with deportation from Demon World ICE.
That's border patrol job, but not a law within the Demon World (at least not explicitly stated as such). If so, Iruma wouldn't have been given the choice of whether he wants to go back to the Human World or not; as they'd be able to do so without issue. Even during the party, Narnia had told Iruma that sending Humans back to the Netherworld was a desire/policy that Henri enforced. Now since it's a policy enforced by Henri, it's as good as law for anyone who's not among the thirteen crowns and/or deeply affiliated with them. However since it's not actually law, Henri can't actually have force the other thirteen crowns to follow it. For example, he couldn't go after Sullivan for "kidnapping" and sheltering Iruma, however he was able to go after Sullivan for going in and out of the Human World, which was actually considered illegal.No, there was a law. It's true that the demons in general are 'interested' in devoring humans, but the law does in fact state that they need to be deported. That's the whole premise behind the first meeting with Ameri and Henri. Border patrols job is literally to find humans and safely deport them. He even literally made a joke about that during that meeting saying that he'd 'eat a human if he met him'.

It would leave a better taste in my mouth if we just see the groundwork for him becoming king being laid, so that his ascension would be a future thing. As it stands, it feels a tad unearned at the moment, given he hasn't shown much leadership at all.
That isn't what I would want, no. Basically, I would just prefer if the kid was shown taking a smaller leadership role here that will eventually lead to him becoming king. Say, instead of being unilaterally declared ruler of the race, say that he is in charge of the carrots, which will expand over time, gain influence, and warrant him becoming king. Iruma doesn't have to be involved in that; he already planted the seeds, and that's more than enough.
