Considering Baal still seems to need Iruma due to his connection (or his ring's connection) to Delkira, there's no way this deportation will have nothing to do with Baal. If Fenrir is acting independent of Baal, then Baal will probably jump in to "save" Iruma and gain even more prestige. But if we assume Fenrir and Baal are working together, it's likely this is just a front to get Iruma in a way where nobody will be able to say anything if he "disappears," which would be further helped because Shura endorsed Baal. He could probably come up with a way to pin Delkira's disappearance on Iruma, too, which would put most of the Netherworld on Baal's side, unaware of his true motives.
And if they are working together, the reason Fenrir deems Iruma to be dangerous would likely be because he causes demons to stray further from Origins (like when they decided to help Iruma save people at Walter Park or even now where demons are vouching for him even knowing he's human), which is indeed a threat to the Netherworld the Demon Reformation group wants to create.
