He might have a really dangerous bloodline ability + rank 8 or he's somehow rank 9 (Kalego is rank 8).
It would make no sense in any other case.

Also, its granted by winning school challenges. What if your not into standing out? Are you just stuck in the same rank even though you're really strong?

Sullivan is an example of a demon strong enough to rank up but hasn't. Maybe if they could use stuff like the rank owl more often, it would be more accurate.
