Reminds me of the side quest in NV about the White glove society. This demon society appears to just have matured beyond the basic instinct of wanting to cause suffering and despair. And it makes sense if those who are more attuned to that instinct are unhappy and naturally evil compared to the rest of society.

At the same time, this sounds like more of a political issue, of not liking the direction society and culture in the demon world is going. But I guess it would be hard to hold rallies and fundraisers around killing people and kicking dogs.
