Typical small fry. Commit illegal acts and think they can completely get away with it due to a powerful backer. Unfortunately there are times where they are right. In any case, the Count wouldn't have ordered the bandits to massacre the village without some benefit to himself. Whether it's because made a move on one of the women in the village and she slapped and cursed him so is destroying the village out of pride or there's some monetary or status or authority gain for him. Like embezzling money that should have gone to help village, claiming spent it on village and bandits stole it, or doing something wants to keep secret in area like building up a rebellious army and eliminating potential witnesses, or wants to move in new residents who'll earn or owe him more money than current ones. Since MC has the info will definitely find out in the next few chapters about the hows and whys. Good thing discovered it after ghost moved on or she'd likely want to go after him too.
Seems being an emotional musclehead helped Satsuki get through to the ghost. Although it was funny how MC kept putting more enchantments on her and others thought could finally go before realizing he was putting another one on.
