I'm convince this flashback never truly happened, at least in the context of Okaya's retelling. Okaya is way too much of an unreliable narrator to ever trust fully. For all we know, this could be him recontextualizing his initial actions with Nagare into something special/sexual.

Could be that they met as kids, but Okaya's behavior and actions scared Nagare off.
