The first meter is basically a friendship meter, it "evolves" when a girl has feelings that go beyond friendship. Marika's meter was already in an "evolved" state in the beginning, the purple sludge meter. What the meter evolves into is dependent on the nature of the feelings.

Marika's purple sludge is because of her "heavy love", Sayuki has a firebreathing piranha plant because of her competitive love, and the other girl that has two meters is because her evolved state is more like a "friendship+" than true love.
