I don't think Kyouka is winning it. Ren will win by only slightly, by a single deciding vote, and most likely will be coming from Fubuki.

However I bet my fucking life she will try to get revenge on Yuuki for being disobedient against her and gonna be Yuuki's play thing once again LMFAOOOOOO I can totally see this happening for the third time.

I think Kyouka will win, but she won't become Commander. Ren probably has an ace up her sleeve or some way to remain in effective power. She's been so relaxed and its not just hubris.

My guess is the last person Kyouka will talk to is the Little Miss Glaze on the Prairie, Inspector General or she'll confront the Onmyouji Superintendant and make one last effort to try and convince them.

I do think she has a chance with Inspector General, but she'd have to play her cards so well
