It's something that's omitted but mercenaries as subcontractors can do big cash because military pays base due participation+juicy bonuses by each ship (frigates to above) they manage to sunk and related to said crystal as @Harukou figured it's a forbidden "weapon" by both sides, even it's possesion is heavy punished (AKA hiro is an absolute madlad, you'll see next)

and he has then earn the good faith of the acting commander of that battle. as she personally solicited him in to battle and approved of the plan.

@Kanol its not mentioned, but the information is gathered from black boxes of destroyed ships. gather a few then cross reference them for something more accurate.

his ship was already checked once. and can be concluded that he has nothing on hand to forged that many false information in form of black boxes.
and any thing bought that could be used to forge would be noted.

@Kanol that would mean spies literally came to be seen and die. while also keeping radio silence and to be able to maneuver without radar or any communication with the unit.

to make it authentic it would be need to be active, while not recording anything. they would also need to predict who would came to intercept them which is impossible as his ship is one of a kind.

it would also mean that the enemy threw away resources, time and men, for a simple distraction. and not even a good one. they just primed a army to be ready for battle.

All Empire lady knows is that this mercenary went out solo and came back with black boxes. There aren't even intact wrecks left to examine, just a bunch of could-be-pirate bits. Think about if he was hired by the Federation before he showed up out of the blue with an enormous sum of money in untraceable valuable metals. All he would need is pre-determined coordinates to pick up the black-boxes from.

They've called for reinforcements from other places. If the actual attacks were to take place at one of those places, I'd call it a pretty effective distraction.

Also the most notable commonality between his two crew members is that they were pretty heavily f'ked over by the Empire. I'm just saying there's cause for her to be somewhat concerned when this guy says he wants to slip off on his own before the enemy arrives.
