I think It's just a standard reward for the reckless people whose actions are usually suicidal in results. And it comes with a nice yearly stipend... if you survive that is.
Serena is also getting awarded for protecting other people with her ship which is why she was in most danger when before Hiro joined the battle.

I wonder if thr AI took an interest in his atavistic genes & outlook and is positioning him to become a new monarchy on a frontier colony. While he's playing EVE, AI is playing something between Stellaris and Europa Universallis.
I don't think the Mechanical Intelligence is looking at him as having atavistic genes, they just like that he's completely untouched by the historic baggage, that all people in this reality have towards AI... but also they love soap operas and trashy romance novel clichés, so they are eagerly watching his harem grow.

Serena finally got him to the equivalent of a noble title which makes him a barely acceptable marriage partner for her standing wise, too bad he isn't rejecting her because he doesn't find her attractive, he rejects her because he don't want to get caught up in Military and Noble bullshit.

Don't think that is the first time I heard that interpretation to suicidal-charge medals (or whatever you decide to call the "sacrificed ones life for the life of the army - even if they somehow unexpectedly survived" type of medal), but it is probably not far from it. And even then it is probably the first time I saw it mentioned that explicitly.
