Romm is really clever. He's broadcasting his powers in a way that makes him seem stupid and harmless to normal people but clearly demonstrates to people with spiritual powers that he's legit.

Edit: actually he's probably planning to make contact with as many spirit mediums as possible. It's likely that he's the one who sent Grandma the photo with the "non-existent" shrine, he tracked down Miko and Hana because he knows they were at the shrine and could see it, and he's baiting other gifted people via his "scam" videos.

Miko and Shindou are probably on the same Level of how much they can see.

I'll add to that by saying that Shindou's sight level is probably higher than Miko's. Or even highest among the current list of spiritually aware people. And this is from that fact that in chapter 24 not only he was able to see the shine, he also saw the fox god's carnage (which the godmother couldn't see), and Hana's life aura (which was something Miko could not see).
