Sakura winning is the most peaceful way to go about the story so it wouldn't be surprising

They can't compete in pure skill, but the more shows we put on the more people will see them and the greatest chance that enough people will like them the best.

The mikano sisters each did one performance each to an audience of 100. And let's say that there is a 90% chance that the people who see that show will decide that that performance was the best. That means there are 90 people to their 10 that are undecided or voting for someone else.

If the Gen-ed do 4 performances for 50 people and 50% of each one decide that they enjoyed their performance the most, then that's 100 votes and they win. even though less people liked each performance the best.

As for how the headmistress will try to chat them out of it. I'm gonna say she's just...not going to count their votes.
