It would, because here the characters exist in the game world, they're their roles. Hareta doesn't need to be a player to be the protagonist, also I don't think a player would be able to interact with the world and other characters in the way Hareta does, he is clearly part of their world and not someone that came from the outside
Have you never read any manga that has game aspects in it? They bend video game rules to allow the protagonist/player to do whatever they want; being able to move around in game like an actual person, it'd be kind of boring just seeing someone do really basic robotic movements... imagine if the whole manga was actually structured like a romance novel. If hareta is not the main characters why would he not be able to touch our other boy? and who would be the main character? Your argument for this just doesn't make sense.
let it go man
(Kernal sanders dating sim for reference)

I think Hareta is an actual person in the world of the game, but their decision making is, or, in case this isn't Haretas first loop and he already managed to get his agency back, was, controlled by the player. I am not sure how deep the control would be though. The player likely can only control Hareta to the extent of a normal dating sim, but I am not sure if Hareta gets brainwashed into believing it's his own decision, or if the controll is more Deltarune style, as in Hareta is aware that someone is forcing him to act in ways he doesn't want to.

The fact that Hareta is currently trying to romance Misaki, something that isn't an option in the base game, makes me think that either Hareta is no longer controlled by the player, or the player hacked the game so that Misaki gets dialogue options.

You're reading too deeply into it man.
(Image below first to show that in fact, this is a dating sim and that the mangaka is breaking video game rules so hareta isn't just robotic)
