Nah the only way this works out with them together is her being honest. Regardless of any romantic feelings he may have towards her, he is a good man who would never jeopardize his job, and by extension the jobs of those under him, by making a move on a subordinate. She can make the first move, and maybe they can make things work, but him making the first move would be corrupting his character

You made a good point, yet it also proves what my comment said lol if they weren't boss and subordinate, then he wouldn't have any of those worries holding him back, and yes she also needs to be honest, the longer she keeps it bottled up the smaller her chances will get
