The dude put pretty much no effort into his clothing. He first dressed like he was going to a hardware store to buy a new cordless drill, but then just threw a blazer on, finally remembering he's not going to a hardware store but to a café with a lady. He has just got jeans and a featureless T-shirt under the blazer, after all. If he had at least a polo shirt under the blazer, it would be a little bit more balanced with how much effort Misato invested in her appearance. Just a little, but still.
I don't really care much about clothes, but I had to point this out because Misato's love filter makes Konishikawa look dashing, no matter what he does or wears.
