the fact is that misato must make the first move or else the power dynamics are really unbalanced.

ofc her efforts can't change his feelings that fast, or it would be unrealistic. she also can't be too aggressive, as it's not in-line with her characterization either.

the new guy isn't a creep, misato isn't taken and he hasn't been rejected so he's free to try and get closer to her.

this isn't a high school romcom, in fact a gradual development is probably the only way to tastefully execute this concept.

Not that I've done any real research but I can't imagine any MODERN company (big enough to have rules and HR) that would allow a manager and a subordinate to date. Too many potential conflicts of interest ranging from favoritism to pressure. In a few examples I've seen they would have to be in different departments (or some similar situation where there is a hard line in authority).

Author went too far into making the MC dude into a wholesome dense old dude, and wrote themselves into a corner where romantic progress with him is near impossible without writing an asspull.

Nah the author didn't write themselves into a corner. He waved around Checkhov's Planet-Destroying Gun in the form Konishikawa's past since the beginning. Mark my words, when it fires, Konishikawa will be the one pulling asses.
