Only so many places for the tail of the speech bubble for the other party to point when Misato is in both the left and right panels and placing it too far down separates it from the dialogue it's responding to. I'm trying to pick up the pace, but it's going to take a bit before I can catch up to the current release, especially with my new job and all.

I think the author is using him as an excuse to show more ways Misato likes Konishikawa. I wish we just stuck to her imagination... like that one time she was trying to lose weight. She was like "oh wow Konishikawa in my head is even more supportive" or something like that. It was really funny & cute. Welcome to the life in a lot of "professional" positions in the US, too. And since you are an Exempt employee (either by title or earnings) you don't get paid overtime for it either. I'm pretty sure Shimizu has never once told Konishikawa to back off, in part because neither he nor Konishikawa have any idea that Misato is in love with him (Konishikawa) in the first place. Hell, Shimizu seems to have a deep respect for Konishikawa, and recognized his attempts to help him try and hook up with Misato (though he did get annoyed at how awkward said attempts were).Basically the story is in the frustrating alley of non-creepy older male age gap romances: the older guy just can't see himself as a valid love interest for the younger woman. It's the dense MC problem, except here there's an understandable power dynamic and an unspoken tragedy. Our boy's given up on love, but his subordinate loves him. We're rooting for the two to get together.
This guy, by being a more 'age appropriate' male rival who is pushing towards the female lead and telling the male one to back off, is a force that keeps the story in the frustrating alley. He is the better option, as far as our boy is concerned. He's another reason for him to check out, to forget about romance, and to ignore the female lead's advances. She has a better suitor, after all. She shouldn't bother with an old guy like him.
So whenever he shows up and is like "hey, I'm like... handsome and cool and I like you, you know" it's annoying. We want him out of the god damn way already, every moment we spend on him is one we don't need and that isn't one we get with the two leads.
