@ironclad i have 3 possible answers to your question.
1. A difference between eastern and western business.
Its not unknown that businesses in say America or any other western country operate pretty differently from they do in china or japan, for instance we usually don't work for hours of unpaid overtime every month like our Japanese counterparts or spend hours after work drinking with our bosses in an attempt to foster our relationship, either way the main point is that we don't work the same. Which means people in sales could work other aspects of the company in order to save manpower or whatever other else reason. I should also mention that the guy he talks to on the floor appears to be the floor manager for the factory( no apron/facemask so he probably doesn't deal with the meat directly + who else has the authority to deal with a higher up in the company and decide how to deal with the food.)
2. Mistranslated/differing title.
I don't know Japanese any more then the average manga reader but i do know that some words in Japanese don't translate 100% into English. Its unlikely but he may have a more generalized job and the easiest way to define him is to say he works in "sales" just like the way they call it food company. Equally related is the dog, although its not impossible, i somehow don't believe the dog is called "john" in japan and it might be the translators taking a few liberties

And you are totally 100% right, He's just talking out of his ass and has no idea how the meat business is run on a day to day operation and to be honest, i don't know either.
Either way all of this doesn't change the fact that food wastage is 100% a real thing no matter how you phrase it, people are just too fussy when it comes to food. I mean its pretty obvious because im a perpetrator too in that i would sooner pick an non bruised banana before a bruised one even though they taste and are basically the same apart from it being aesthetically different.
