I don't think that's the case. Saying "plays like their not already dating" is taking away the point of the manga. This is a romcom about two awkward people dating. You think awkward people know what they are doing? Hell no

Besides, Kuroi is doing the right thing. He wants to wait the right moment to get closer to Hida. She could show off her ankles and he would close his eyes because he respects and loves her too much. It's obvious he wants to cherish her by going slow and not rush things.
