I hugged a lot of girls in high school and it really depends on the person and how comfortable they are with you. I did know this one girl who would hug people at the very first meeting but she was insanely extroverted and I wouldn’t consider that normal behavior at all.I love and hate at the same time, how Japanese think, that being this clingy is normal in "western world". No one hugs you if you're not close friends, not to tell about kissing other person for a greeting. And even hugging is rather "reserved" for more mature people - I've never seen in my life girl/boy hug as a mean to great each other in high school - where, let's be honest, kids are most susceptible to all kind of "misunderstandings" between each other, when it comes to relation with opposite sex.

I'd say the more stereotypically touchy foreigners would be Western and Mediterranean Europeans with their close personal contact and air-kisses. Soviet politicians also used to be infamous for exceptionally warm greetings with bear hugging and actual smooching.
OK, listen, I would comment on how inaccurate it is for the American Hugger to be a thing....but I'm an American and I've hugged strangers before. Tho I did get permission, I am definitely this trope.
