I hope I'm wrong, but logically thinking there could be a bunch of people in the orgnisation that don't want him back. Namely the people in the 2nd, 3rd, and maybe 4th position in the hierarchy, after the leader herself. Because if a hero like Blood Hound came back, wouldn't be easily become perhaps even the second most important person in the organisation? So, those right before the leader now would drop in importance, maybe majorly so when there would be two super popular people around. These people precisely would never want Blood Hound back, even if they were publicly forced to give opposite statements.

Such people would also be extremely annoyed by the public desire to find Blood Hound. Maybe if there wasn't such a search going on, they woulnd't care. Now, though, if they could turn Blood Hound from a hero into a villain, ruining his fame, that would be the real jackpot. Killing the man's wife seems like a suitable trigger.
