Same reason Germans have a stereotype for being into scat - german's had some very wild porn.
I don't think they really had/have more people with these particular fetishes than other countries, they were just the ones making porn for it.

Probably that humans have ID/birth certificates, whereas a dog-turned-human doesn't. The implications of a lot of dogs-turned-humans would probably mean extremely strict ID and travel restrictions, at least in the interim while everything gets sorted out.
