It could be a case where all the ground floors are the 100 series,with the first and second being 200 and 300 series.

There's still some global debate on whether the bottomost that isn't the basement should be "ground floor" or "first floor".

Personally,just call the ground floor "floor zero".

not really. I have been in a motel where they had the 001-to 019 for the ground floor and mine room was at 318 which was at the 3rd floor facing the parking lot. I have been in another where the numbers were set up in quadrants set up around 4 buildings of 2 floors. I had room 402 on the 2nd floor of the east building facing the parking lot. It took me some time to find the room.
