They couldn't tell they were different humans coming after them, so feared them all as one being and their fear of that immortal hunter made humans more powerful back then.

it sounded to me that, because they weren't good a recognizing different humans, they were under the impression that they were being hunted by ONE guy that just kept coming after them no matter how much they chopped him up. This instilled fear in her and weakened her. Nowadays though, she not only knows the difference, but there's also now a bunch more humans to hear about her myths and urban legends and, like in Nurarihyon no Mago, their fear is her power.
