Actually the rules are pretty unclear on this.

This site has its own rules and regulations it has to follow.

As it so happens, the rule of thumb on mangadex is "if it's mostly porn with some plot, it's probably hentai; if it's mostly plot with some porn, it's probably not."
But yeah, this will need to be enacted by mods. They will see whether or not this qualifies as hentai.
Personally I think this should be marked hentai just in case till mods come, but I will wait for them to judge this. Regardless, I do not appreciate being called a "fool", or having my logical, sound arguments being reduced to " "waah this is sex so this is hentai!" ". Chill man.
