It was originally set after the end of the regular manga, but before Black Label. However now it's been used to fully bridge over that gap in time and moving on so that it's no longer in some weird in-between period, but moving the timeline forward.
Black Label was great and oddly a better ending than the regular manga ending, but it also left things open enough that following up from that point was ideal. It looks like this is finally giving us that conclusion and I couldn't be happier that we're getting it.
Black Label had to be set in a somewhat alternate timeline because it was being published simultaneously. In many ways that limited both series: the main series couldn't reach the same emotional points that Black Label was covering as new, but Black Label also couldn't spoil the main series or it would lead to an unsatisfying ending. So in a lot of ways this seems to be the fix. Fill in the gap and resolve the timeline issues, while also getting to move on without having to keep two series in a fragile balance.
