She didn't cancel his license, she blacklisted some guy who wasn't an adventurer from becoming an adventurer. There's no system in place to check who exactly that guy is beyond the fact that he wasn't an adventurer at that time. An oversight to be sure, but the designers didn't plan for the edge case where an SSS-ranked guy comes along without a license and gets blacklisted without any sort of verification.
