Obviously the budget still needs to accommodate the food bills since they stayed the same, so the food bill still needs to be discussed when it comes to the budget. Imagine if the government were to be comparing the current budget with a hypothetical budget, and both budgets share the same overinflated food bill, but everything else is different, and they are seeking opinions as to what's the problem. Is no one going to point out that the problem is not with everything else, but on the overinflation of the food bill? Thinking really has never been your strong suit, so don't try to push it, lest it makes you look even more retarded than you currently are.
