1. What do you mean? She threw herself at him last chapter. And while we haven't seen much, it's been almost a year since they went to Orcansen. And she has shown interest in him ever since she was made into a military commander.
2. In Chapter 2 you can already see both France's (can't really tell it's France cause it's black and white but still) and UK's flag. And afterward, during the military exercise, you can see a map of Elfind, which is essentially just Denmark. And Orcansen being Germany was obvious since every name had the German translation/version.

In the earliest chapters she offered herself as payment for the rescue of her people. Her attraction to Gustav was there from the start and only grew as he treated her well.

This manga is published in a Seinen magazine so nudity and sexual themes are fairly normal.
