Funnily enough, it's because he leaves so much to Amagi. She puts the excess funds (that he told her to manage) into charities, planetary development, tons of good shit. There's a story they had in the WN where he tried to "kill" a store by giving them his seal of approval (this was right after the hair laws)

They proceeded to thrive, since they got a deal from Henfrey, and spread their goods across multiple systems. At the end he asks how it didn't work, and gets told "you said it was good, why wouldn't they get sales?"
