Do authors in Japan visit some sort of plot wholesale store to buy these generic templates on discount or something?

Stories like this are a cake recipe, easy to make, sells a lot. It doesn't make sense, for example, to try to do something different and end up not making a profit. It's better to invest in something that works than something uncertain.
