As others have said, yeah, it sucks, but it's also what the government has to do. Protection of the citizens comes first, and it's not as if similar cases aren't happening nowadays, like the unvaccinated French tourist that reintroduced measles in Costa Rica not so long ago. Or the Ebola panic. Quarantines exist and are still used for a reason.
I even understand why nobody has thought of providing her with a TV, or books, or manga, or any other source of entertainment. It's not as if your usual hospitalization is much more entertaining; from personal experience, I know that not every hospital has a TV in every room, and almost always it's up to patients and their families to bring their own entertainment. Chris is alone and doesn't know this world or its rules; if no one in the hospital realizes the problem, nothing will be done.
